与此同时，“储能100人”了解到，根据山东电力现货市场最新的试运行通知，明确要求火电企业同一发电厂内有两台及以上机组具备调频准入资格的电厂，必须至少申报一台机组参与调频辅助服务市场，agc调频辅助服务申报价格范围为0-6元/mw。

在新能源并网方面，2019年，山东省能源局曾下发《关于做好我省平价上网项目电网接入工作的通知》，鼓励较大规模的集中式光伏电站自主配备适当比例的储能设施，减少“弃光”风险。华能新泰作为山东首个配置储能的光伏竞价项目已启动招标，储能配比为5%，时长为2小时。

山东作为能源消费和电力消费大省，正在积极推进新旧动能转换。从山东的电源结构可以看出，灵活性调节电源明显不足，占比1%，远低于全国平均6%的水平。截至2018年底，山东电力总装机1.3亿千瓦，火电占比高，清洁能源输入量大，光伏装机位居全国单一，但基本没有燃气机组，其中抽水蓄能和水电装机仅108万千瓦。

山东电力工程咨询院智慧能源事业部设计总工程师裴善鹏今日在中关村储能产业技术联盟举办的线上活动上表示，山东省电网调峰压力较大，2020年，山东省系统调峰电量缺口为914万千瓦，预计到2025年，这一缺口将达到1319万千瓦。

二、试点范围及要求

试点单位范围暂定为：商业综合体、写字楼。试点单位应同时当满足以下条件：执行“工商业及其他用电”类别;执行峰谷分时电价政策;未参加电力市场交易(采用发用电调度曲线一致方式执行合同，下同);未执行其他电价优惠政策(如“燃煤锅炉电能替代电量奖励政策”等);采用整台或整组容量在50千瓦及以上且具备计量条件的电热锅炉、蓄冷(冰、水)空调(统称为“电力储能技术装置”);严格执行转供电环节电价政策，按规定向“非直抄用户”收取电费。

三、申报流程

(一)符合条件的用户可向当地发展改革委提出申请，并提供可研报告(或设计书等项目资料)、转供电电价政策执行情况自查报告。各市发展改革委会同当地电网企业对项目进行初审，并组织实地核实，符合条件的项目书面(含相关材料电子版)报送至省发展改革委。

(一)试点用户电力蓄能技术装置应当分表计量，暂未实行分表计量或不具备分表装表条件的，由电网企业与试点用户采用定量或定比方式分别计价计费。

(二)商业综合体、写字楼建设蓄能设施降低用电成本的收益，不计入“非直抄用户当月到户电价”计算。试点单位应如实记录相关时段电量、电价、电费等信息，接受有关单位监督检查。违法转供电政策的，中止试点资格，且1年内不再受理申请。
